In the modern world, the contours of international professional and educational cooperation in the sports field are radically changing. In this regard, sports universities act as the flagship for designing innovative trajectories of such cooperation, which requires a clear definition of the structure and content of the activities of the departments responsible for this work. In particular, an important problem is the creation of holdings of international professional and educational cooperation and the definition of their functions. The purpose of the article is to determine the theoretical foundations of the design of the holding of international professional interaction in a sports university and to identify the role of the Department of Foreign Languages in this process. The methods of analyzing information sources, pedagogical design, and the method of expert assessment were used. As a result, the authors established a set of structural units of the university that define the contours of international cooperation, identified and justified their functions in accordance with the areas of activity. The key element in the structure of the holding – the Department of Foreign Languages - has been identified, and an empirical assessment of the importance of functions for improving the effectiveness of international cooperation of a sports university has been carried out, a heterarchy of functions of the structural elements of the holding has been developed and justified in accordance with the relevant and predictable directions of its activities.
