The study provides a theoretical justification for the model of improving the physical education of students at the university. The relevance of the study is due to a decrease in the level of physical health and motivation for physical culture and sports activities among modern students, which requires a rethinking of traditional approaches to the organization of physical education. Based on the analysis of contradictions between the requirements for the physical fitness of graduates and the insufficient effectiveness of the current system, the authors have developed a structural and functional model that includes targeted, substantive, organizational, procedural, and performance-evaluation components. The theoretical and methodological basis of the model consists of personality-oriented, activity-based, competence-based, systemic, and health-saving approaches. The content component includes two interrelated blocks: the areas of physical education (theoretical, methodological, physical, and professionally applied training) and its components (cognitive, motivational, value, and activity). The pedagogical conditions are defined: the creation of a health-saving environment, the introduction of innovative technologies, the integration of educational and extracurricular activities, the variability of content, and interdisciplinary connections. A system of criteria and levels of formation of physical culture of the student’s personality is proposed. The effectiveness of the model is ensured by a comprehensive impact, a systematic approach, taking into account individual characteristics and modern educational trends. The scientific novelty lies in the development of a model focused on the formation of personal physical culture as an integrative quality of a graduate who is ready for a health-saving professional activity and a full-fledged social life.
